The Philippines’ Professional Regulation Commission (PRC) administers the Civil Engineers Licensure Examination CELE to select individuals who are capable, competent, and ripe to join the engineering profession.

Civil engineering is one of the oldest engineering disciplines and remains as relevant as ever. In the recent November 2025 exams, there are around 14,000 aspirants who took the CELE.

Civil engineers, for context, are those engaged in the application of planning, designing, constructing, maintaining, and operating infrastructure.

Said examination is provided to graduates of Bachelor of Science in Civil Engineering from a recognized institution. The examination is conducted twice a year (May, November) and the passing rate is tough at around 30%.

Provided that the CELE has low passing rate, it is proper then to make a thorough preparation to ensure high success rate.

To pass, you need to attain a general average of 70% or higher, with no subject falling below 50%.

Subjects covered are mathematics, mechanics, surveying, hydraulics and geotechnical engineering, structural engineering, and construction.

The CELE is anchored on Republic Act No. 544 (As Amended by RA 1582) also known as the Civil Engineering Law.

How Sleepy Jam Triumphed in the Civil Engineer Board

The journey to finally get that much-desired license and have the engineer title added to your name is full of successes and setbacks. Such was the story of Jam Ong, excited and enthusiastic but sometimes feel sleepy and unmotivated – a rollercoaster ride, such is life.

Jam, on her blog Amateur Centrist Speaks, shares how the sleepy aspirant who once lost motivation passed the CELE in 2019 through a single take. She said she was very excited, very motivated at first but soon felt lazy and bored because of super-detailed lectures. Feeling that the exams at the review center are harder than the actual board.

Thereafter, she attended their school’s refresher course hoping to get motivated again, but it wasn’t enough. Adding to the frustration was the banning of the Casio 570ES Plus calculator that they’ve been trained to use since college.

Jam soon started scheduling her wake up time and review at a study hub in Mendiola – banking on discipline over motivation. She would take naps when feel sleepy or buy some coffee.

The actual exam came, and she was confident she could. Indeed, Jam made it on the official list of passers – saying that people just got to believe on themselves. Though she did not make it to the top like she initially aimed, she is proud of her achievements.

“Now that I am officially a registered Civil Engineer, it’s my time to serve our country and contribute to our industry. Once I start earning well, I promise to help people in need,” she said.

How to Apply for the Civil Engineering Board Exam

If you are planning to apply for the forthcoming civil engineering board exam, prepare the following documents:

  • PSA Birth Certificate
  • PSA Marriage Contract (for married female applicants)
  • TOR with scanned picture and Remarks “For Board Examination Purposes”
  • Valid NBI Clearance
  • Two (2) Certificate of Good Moral Character from any of the following:
    • Barangay
    • Church
    • School
    • Employer
  • Payment of P900.00

Repeaters, on the other hand, must prepare the following documents:

  • PSA Marriage Contract (for married female applicants)
  • Valid NBI Clearance
  • Two (2) Good Moral Character Certificates for Repeaters
  • Payment of P900.00
