How the A-List Prepares for DepEd Hiring Process

Most graduates of education courses dream of working with the Philippines’ Department of Education (DepEd).

A teaching career with DepEd provides many benefits including job security, fulfillment in working with young ones, improvement of the community, and serving the children clienteles.

DepEd annually conducts a one-time application process wherein all interested applicants need to submit documentary requirements and pass an assessment process.

This recruitment procedure allows the department to have applicants ready for deployment anytime, in cases where there is vacancy, on-leave, or other circumstances.

In this webpage, we are going to learn more about the hiring process of the country’s education department.

DepEd Recruitment and Selection Board

The education department is following key principles in the hiring process, per DepEd Order No. 7, s. 2023. These are:

  • Merit and Competence – ensures that the most competent and qualified individuals are selected based on a transparent and merit-based system
  • Transparency and Accountability – mandates clear communication and accountability at every stage of the recruitment process to prevent biases and ensure fairness
  • Inclusivity – emphasizes equal opportunity, ensuring that all applicants, regardless of their background, have a fair chance to be selected based on their qualifications and competencies

DepEd forms a team of high-ranking individuals which will be called the Recruitment, Selection and Placement (RSP) system. The RSP system is a core component of the overall strategic Human Resource Management system of the department.

Here are the steps or flow chart on the DepEd recruitment and selection process, per DepEd Order No. 29, 2002 (DepEd Merit Selection Plan):

  • Posting of Vacancies (at least 10 calendar days)
  • Creation of Personnel Selection Board
  • Submission of Applications
  • Assessment of the Appointing Authority
  • Posting of Selection Line Up (at least 15 calendar days)
  • Screening and Evaluation of Applicants
  • Posting of Appointments (at least 15 calendar days)

What is Registry of Qualified Applicants (RQA)

A pool of qualified applicants for Teacher I positions shall be made available throughout the school year, this is necessary for the filling up of newly created positions for the particular school year.

The list of qualified applicants per result of the application, assessment of teacher applicants, and preparation and posting of the comparative assessment results is called the RQA or Registry of Qualified Applicants.

The RQA shall be ready prior to the start of the new school year. This will allow the Schools Division Offices (SDOs) to study the profile, qualifications, and specializations of the applicants.

Said date is necessary for teacher need analysis, study how to employ necessary strategies and action steps prior to the school opening to ensure adequate number of applicants for a certain level, key stage, and subject/learning area or specialization and to mitigate instances of mismatch in specialization.

DepEd Hiring Criteria

The Department of Education follows a pointing system for hiring/ranking of teacher-applicants. This means that you need to submit documentary requirements and undergo an assessment process, to which you will be provided points based on your documents and performance.

Therefore, if you are applying for a teaching position at DepEd, you should be knowledgeable on the following criteria and their corresponding ranking scores:

  • Education (10 points)
  • Training (10 points)
  • Experience (10 points)
  • PBET/LET/LEPT Rating (10 points)
  • Classroom Observation/Demonstration (35 points)
  • Teachers Reflection (TRF) (25 points)

That’s a total of 100 points, and you need to attain at least 50 points so that your name will enter the RQA or Registry of Qualified Applicants.

Note that while this is the general criteria with their corresponding scores, it mostly applies to those applying in teaching positions from Kindergarten to Grade 10. For applicants in Senior High School, there are variations depending on the track that you are applying for, so coordinate with the school head of the school nearest to you.

DepEd Application Documentary Requirements

A teacher-applicant is required to submit the following documentary requirements if they wish to apply for a teaching position at DepEd:

  • CSC Form 212 Revised 2017 in two copies with the latest 2×2 ID picture
  • Certified photocopy of PRC professional identification card or a PRC certification showing the teacher’s name, LET rating, and other information recorded in the PRC office
  • Certified photocopy of ratings obtained in the Licensure Examination for Teachers (LET)/Professional Board Examination for Teachers (PBET)
  • Certified copy of transcript of records
  • Copies of service records, performance rating, and school clearance for those with teaching experience. If unavailable, the applicant must submit a justification citing the reason/s for unavailability
  • Certificates of specialized training
  • Certified copy of the Voter’s ID and/or any proof of residency as deemed acceptable by the School Screening Committee
  • NBI Clearance
  • Omnibus certification of authenticity and veracity of all documents submitted, signed by the applicant

DepEd Hiring Minimum Qualifications

As a teacher-applicant, you need to meet the Qualification Standards (QS). QS refers to the minimum qualifications in terms of Education, Training, Experience, Eligibility, as required by the CSC.

For Teacher I position in Elementary and Junior High School:

  • Education
    • Elementary: Bachelor of Science in Elementary Education or any Bachelor’s degree plus 18 professional units in Education
    • JHS: Bachelor of Science in Secondary Education (with appropriate major) or any Bachelor’s degree plus 18 professional units in Education
  • Training: None required
  • Experience: None required
  • Eligibility: PBET or LET
  • Reference: CSC 1995 Qualification Standards Manual

For Teacher I position in Senior High School:

  • Education
    • Academic, Sports, Arts & Design: Bachelor’s degree majoring in the relevant track/strand/subject or any Bachelor’s degree with at least 15 units of specialization in the relevant track/strand/subject
    • TVL: Bachelor’s degree or technical-vocational course in the area of specialization
  • Training:
    • Academic, Sports, Arts & Design: None required
    • TVL: At least NC II appropriate to the specialization
  • Experience: None required
  • Eligibility:
    • Permanent Position: PBET or LET
    • Provisional or Contractual: None required
  • Reference: DO 27, s. 2016; DO 51, s. 2017

Provisional and Contractual Appointment

The purpose of applying for a teaching position at DepEd is to get the permanent position. Aside from the permanent position, the department may employ the applicant as provisional or contractual.

Provisional refers to temporary employment to assess performance, skills, and if fit for a permanent role. Contractual, on one hand, has a fixed and predetermined end date as agreed upon by both parties.

What is a provisional appointment?

  • Only applicable in SHS teaching positions
  • Refers to an appointment issued to an appointee who meets QS (Education, Training, Experience), except the Eligibility (i.e. lacks PBET/LET); but only in the absence of available PBET/LET eligible applicants qualified for the position to be filled
  • Incumbent is given 5 years to pass the LET
  • Renewable every year, for 5 consecutive years
  • Reference: DO 3, s. 2016; DO 51, s. 2017

What is a contractual appointment?

  • A contractual appointment may be given to:
    • those who obtains a rating of 70 points, but opts for a contractual appointment (usually practitioner); or
    • those who have not passed the LET but obtained a rating of 65-69 (to be considered only if RQA has been exhausted and there is still vacancies)
  • A contractual appointment is also limited to part-timers
