What is Project RD-ELC / RD-NEB?
Project RD-ELC and Project RD-NEB are two initiatives of Region 2 (Cagayan Valley) to recognize the outstanding performance and achievements of learners, based on their adherence to the 12-point ethical values/behavioral skills. (DepEd R2 Memo No. 23, s. 2024)
Values referred here are resiliency, love, hope, forgiveness, charity, self-esteem, cleanliness, unity, empathy, respect, honesty, and obedience. The idea is to highlight one value each month, such as resiliency for January while also promoting the other values.
Project RD-ELC means Region 2 Development: Empowering Learners Character while Project RD-NEB means Region 2 Development: Nurturing Exquisite Behavior.
This initiative is in line with Section 3 (2) of Article XIV of the 1987 Constitution which highlights the crucial role of educational institutions in fostering patriotism, nationalism, love for humanity, respect for human rights, ethical and spiritual values, moral character, and personal discipline.
Several research such as Cook (2003), Fong et. al. (2017) also served as basis for these initiatives.
Also incorporated here are other initiatives like Project AWARDS and Project VALUES.
Annually, the region conducts search for the best implementing school.
Regarding this, the municipality of Lallo has represented the Cagayan province in the search. Per a video documentation uploaded by Magapitnhs Project RDNEB on Facebook, here are 10 genuinely incredible projects and initiatives made collectively by the schools in the town.

Project Pantry
This project seeks to provide school supplies to poor learners. Photo from the video shows supplies like crayons, pad papers, pens, highlighters, pencils, glues, folders, bond papers, scotch tapes, and more.
With a number of students who are within the poverty line, but are interested to pursue their studies, supplies provided by Project Pantry would surely help them.

Project Mini Tire Park and Values Park
The school has created a park with materials focused on truck tires. Many of the tires were labeled with the monthly ethical values.
Children would enjoy hopping and jumping over the tires like obstacle course while learning about good morals.
Aside from the colorful obstacle tires, the creativity was on another level with tires designed like bicycle, tables, and chairs.

Project SAKO
Having the slogan “Aking Gagawin, Kapaligiran Malinis, Ok sa Akin,” is an initiative promoting the value of cleanliness.
With this, students are taught sweeping, proper waste segregation and disposal.

Project Juanian’s Pantry
There are students who go to school without allowance or do not have food with them during break time.
Through Project Juanian’s Pantry, the school made an initiative to provide snacks and meals to those who could not afford to buy at the canteen.

Project Bottle Mo, Isabit Mo
With this project, students maintain school cleanliness. This is done by teaching students on recycling and on how to display their products. The AVP shows students crafting Christmas decorations such as stars from plastic bottles.
Recycling provides infinite number of possible outputs from materials which are otherwise be thrown in the trash bin. This activity not only helps the environment, but it also helps in bringing out their creativity while producing cost-effective decors.

Project GALAD
This initiative aims to make students and teachers familiarize with desirable traits through a classroom and advocacy display of RD-ELC and RD-NEB implementation.
Project GALAD means Genuine Attitudes Leading to Admirable Discipline.

Project APPLAUSE
This project advocates punctuality and probity for the attainment of unity in service to education.
Through the Project APPLAUSE, learners are encouraged to be punctual and incorporate the Lalloqueno gesture of greeting in their every day life.

Project AGAP
Project AGAP means Alisto at Ganadong Atensyon sa Pagpasok.
This seeks to serve as motivation for learners to be prompt in coming to school and in accomplishing tasks.

Project PRAYER & PANTRY
This is a twin project. Project PRAYER is to uplift the spiritual aspect of the learner. This is done thru posting a daily prayer, spiritual quotes, and scriptures on social media to inspire, motivate, and encourage learners for positive behavior.
On one hand, Project PANTRY seeks to provide pre-loved clothes, shoes, and stuffed toys to less fortunate and indigenous students.

Project AWARDS
Project AWARDS refer to Acknowledging Worthy Attributes of Remarkable Dedicated and Self-Disciplined learners. This aims to provide recognition to both teachers and learners who exemplify the value of the month.
This Project is one of the components of the regional program, but implementation was enhanced by Lallo schools through incorporating modern technologies.

These initiatives of Lallo schools are indeed outstanding, both for the educators, stakeholders and learners.
The implementation of Project RD-ELC and RD-NEB in Region 2 schools help in the intensification of values formation of learners. Best practices and successful strategies should serve as guide and inspiration to other schools.
Congratulations, Lallo!
